Records requests · Management growth

The CSU said the public could see these. We’re asking.

In 2018 the CSU told the State Auditor that every new management position would be justified in writing, kept for three years, and made available to the public on request. Since then, executives and managers grew by 441. This page holds the request, the follow-ups, and what comes back.

Why these records

The State Auditor’s 2017 review found that CSU campuses could explain why they hired new managers but often not how many they needed. It recommended a written justification for every new management position, kept on file and available to stakeholders.

On March 27, 2018, the Chancellor’s Office issued Human Resources Letter 2018-04. In its report to the Auditor, it said the letter requires written justifications for both the purpose and the number of new management positions, sets a minimum three-year retention period, and directs that the justifications be made publicly available on request. The Auditor marked the recommendation resolved.

From fall 2018 to fall 2025, CSU executives and managers grew from 4,266 to 4,707 while instructional faculty fell from 27,134 to 26,517. If the policy works, the justifications for that growth exist on paper. If they don’t exist, that is a finding too.

How the request is built

Two offices. The Chancellor’s Office holds the policy, its own justifications, systemwide monitoring, and systemwide data. Each campus holds its own justifications. We start with the Chancellor’s Office and CSU Dominguez Hills; the campus version works for any CSU campus.

Since January 2023. The policy requires keeping justifications for at least three years, so that window should be complete. Monitoring records are requested back to 2018.

Positions, not people. The request asks for justifications and position data, not anyone’s personnel file. Names may be redacted, which removes the most common reason to withhold.

The law’s clock. An agency must make a determination within 10 days of receiving a request, extendable by up to 14 days in unusual circumstances. Records held electronically should be provided electronically. Agencies must help requesters narrow or clarify a request rather than reject it.

The written justifications prepared under HR Letter 2018-04 for new Management Personnel Plan (MPP) positions in the Office of the Chancellor, from January 1, 2023, to the date of your search. 3. Records of monitoring for compliance with HR Letter 2018-04, by the Office of the Chancellor at its own divisions or at any campus, from March 27, 2018, to the date of your search. This includes completed monitoring templates, review reports, and summaries, including any review by Audit and Advisory Services. 4. Communications from the Office of the Chancellor to campuses that remind them of, or give guidance on, HR Letter 2018-04, from March 27, 2018, to the date of your search. 5. Existing reports or data from the CSU’s human resources systems that list MPP positions newly established in the Office of the Chancellor and at each campus from January 1, 2023, to the date of your search, showing position title, department, campus, and date established. In June 2018, the Office of the Chancellor reported to the California State Auditor that HR Letter 2018-04 requires written justifications for both the purpose and specific number of proposed additional management positions, specifies a minimum three-year record retention period, and directs that the justifications be made publicly available to stakeholders when requested (State Auditor Report 2016-122, Recommendation 1). Please provide electronic copies in their native format where available (Gov. Code § 7922.570), sent by email. Rolling production is welcome: please release records as they are located rather than waiting for every item. If any record or portion is withheld, please identify the specific exemption that applies to it and release all reasonably segregable portions. I am not seeking the names or personal information of individual employees; those may be redacted. If any item needs clarification or narrowing, I welcome a call or email to work it out (Gov. Code § 7922.600). Please provide your determination within 10 days of receipt (Gov. Code § 7922.535). If fees will exceed $25, please tell me before incurring them. Request to CSU Dominguez Hills (works for any campus)

CSUDH’s Division of Administration and Finance handles public records requests; use the contact on its public records page. For another campus, change the campus name and send it to that campus’s records office.

If the answer is “no records”
A no-records answer is a result; this asks what it means
Subject: Re: California Public Records Act request dated [DATE SENT] Thank you for your response stating that no records responsive to item [NUMBER] were located. HR Letter 2018-04, as the Office of the Chancellor described it to the State Auditor in June 2018, requires written justifications for new management positions and a minimum three-year retention period. To understand the result, could you please tell me: 1. Which offices or custodians were searched, and what search terms or systems were used; 2. Whether justifications were prepared but not retained, and if so, the retention schedule that applied; and 3. Whether HR Letter 2018-04 has been revised or superseded, and if so, by what policy. I would also accept any summary, log, or tracking record that shows how many justifications were prepared. Thank you, [NAME]
